AAS is open to officer candidates in Air Force Reserve Officer Training Corps (AFROTC) and at the United States Air Force Academy (USAFA), and is formally affiliated with the Air Force Association (AFA).

General Russell Elliott Dougherty was commander in chief of the Strategic Air Command and director of strategic target planning at Offutt Air Force Base, Nebraska. He graduated from Western Kentucky University, the Law School of the University of Louisville and the National War College. After serving in the FBI, Dougherty entered active military service as an aviation cadet at the outbreak of World War II; previously, he had been a member of the 123rd Cavalry, Kentucky National Guard.
